Nineteen people and the balloon's operator were in the basket at the time of the incident and they were forced to crouch down so they would not fall out
The incident took place on Tuesday afternoon, when huge gusts of wind rocked the helium passenger balloon from side to side for several minutes.
Police spokeswoman Kerstin Ziesmer said that people had to crouch inside the basket to avoid falling out.
Footage taken on the ground showed the balloon being dragged through the air left and right as the basket below it is tethered to the ground.
As the balloon threatened to drift away, the basket looked as though it was about to tip sideways.
At several points in the footage, a huge dent could be seen in the balloon as the wind blew against it.
The tourists on board were visibly shocked when they were finally able to get off the balloon (pictured)

When the balloon finally descended, its passengers were visibly shocked with some appearing to be crying.
One person who was interviewed said that he thought it was normal at first but then the basket was being 'ripped apart'.
He also revealed that the conductor told him the wind was 'the scariest he's ever seen it'.
Although the popular tourist attraction is tied to the ground with steel ropes, near Checkpoint Charlie, it can be lifted to a height of 500 feet.
Bernd Bruckmoser from the Berlin fire department said: 'The balloon's operator reacted very well and told all people inside to go down on the floor - therefore very little happened.
'They all were in big shock, but luckily nobody had to be taken to the hospital.'
